A two page letter from the Treasury Dept. [Washington, D.C.] to Major-General Henry
H. Halleck that concerns Halleck’s opening of the Cumberland River to Union navigation
and discusses the lack of communication between Lincoln’s Cabinet in Washington and
Union Generals in the field.
