Sunshine Week, which falls this year on March 11-17, is an annual effort by news organizations, libraries and public interest groups to focus public attention on the importance of open government.
Next week, dozens of programs across the country will explore the costs of secrecy, the virtues of openness, and the path forward. A calendar of events has more information.
Next week may also see House action on three open government bills that have been advanced by the House Oversight and Government Reform Committee under the leadership of Rep. Henry Waxman.
The pending bills include one on Freedom of Information Act amendments, one on amendments to the Presidential Records Act, and one on disclosure of donations to Presidential libraries. Markup of the bills will take place on March 8, and House floor action is expected next week.

Subject: Serials Review
This is the third year of the three year periodical review that was begun in 2004. The purpose of this project is to manage our collection budget which is inflating higher than our income, and we also want to more closely align our collection to the needs of our users.
We continue to believe that shifting high cost-per-use journals from subscription to document delivery is the most responsible way to manage our resources. Using Interlibrary Loan continues to be a more cost effective way to provide our users the information that they need, when they need it. The implementation of RapidILL, with expedited interlibrary loan for journal articles, is the latest in a continuum of ways to meet our users needs’. I would encourage you to try ILL for article delivery and see for yourself.
This year the pattern will follow the one set in the previous two years: we will be listing on the library’s website the journals considered for cancellation by both title and department. This list will remain on the Library’s website for the month of March. We are looking for feedback from students, faculty and other members of the UNH community on the titles that are proposed for cancellation. After April 1, we will conduct a serious review of comments submitted about the proposed list; I will make a final determination on which titles will be cancelled for next year. These cancellations will go into effect Jan. 1, 2008.
For more information, please look at the accompanying sidebar to the left where we are posting a copy of Frequently Asked Questions (FAQ), contact information for Library Liaisons, and a place for you to post questions and comments. As always, please feel free to contact your department’s Library Liaison or contact me directly if you would like to speak to me about this project.
We appreciate the time that you will have invested in providing feedback. These three annual projects and innovations in interlibrary loan have been necessary in order to make the library’s collection better able to serve the research, teaching, and academic needs of our users.
Thank you in advance for you time and consideration as we make these important decisions.
